  • Highland Pellets has applied for a Clean Water Act permit for Project Oscar, a plan to build a biomass power plant and install carbon capture technology on a 38-acre site north of its facility.   • The state Department of Health reported 5 flu deaths in Arkansas over the past week as flu activity fell to minimal. The season has seen 80 deaths and 38 hospitalizations so far.  Arkansas Democrat-Gazette
